As you are angling toward here, yes a Marmoleum Click type floor would go over the vinyl just fine. Sheet good floors, like the Cocoa, can potentially go over existing resilient flooring PROVIDED that flooring is flat, stable with zero texture/embossing and (the potential sticking point) the existing resilient flooring needs to have zero wax/finish on top. For more details see the Substrate and Preparation Guidelines (link below).
