Could this be used to glue down vinyl plank flooring (with stone/polymer underside) to plywood?

We do not sell nor support vinyl flooring so could not say for sure whether this product would work with that. I would venture a guess that your flooring comes with installation guidelines for glue down, so you should refer to those for product recommendations.
