I'm filling in a chipped particle board conference table from the 80's, in which the bottom of 2 corners looks like it was previously water-damaged and dried. Would it be better to use this wood filler or the Ecos spackle? (Or just give up?)

For a wood table, you would want to use the wood filler putty (the ECOS drywall spackle is for drywall situations). Regarding the "Water damaged and dried", provided it happened long ago and the area is completely dry, you should be okay.
