What would you use to coat inside of cast iron windmill oil pan with pin hole leaks?

That's a new question for us. While Dynoseal creates a waterproofing membrane, it's not clear how well it would perform in this situation. The best way to know is to test it with a small sample first. Let it dry for a few days and see how well it performs.
