Chipping and peeling usually result from excessive moisture underneath them. Applying anything on the surface of chipping paint is much like a bandaid which will not help. If your floors is painted, the only way to stop it is to remove the paint and seal the floor underneath with a penetrating sealer. Once that has dried, you can paint over it if you wish with an acrylic paint such as AFM Concrete Floor Paint.
