No it will not have a wet look once it is dried. Yes the gloss sealer will make the surface smoother and potentially cause it to be more slippery.
Will this product leave a deeper tone or "wet look? Does it change the slip resistance? I'm using it on an exterior flat fieldstone patio with very rough surface. SAMPLE - Green Building Supply, Penetrating Gloss Sealer Concrete & Masonry Sealers
