If this is applied on untreated pine boards used to construct raised garden beds, and if 4 coats are used, can exterior wood paint or stain be applied over the top coat of this product, directly; will the paint or stain adhere to this product when it has dried according to the manufacturers' drying instructions?

No the paint or stain will not bond properly to the surface of this product. We recommend DynoSeal be applied beneath the soil line (where it will not be seen) above the soil line you can apply an exterior stain or exterior grade paint.
