I would like to put this carpet, with a thick pad over a concrete floor for extra padding. Is this recommended?

Yes, that can be done. We recommend sealing the concrete first to prevent excessive moisture from being absorbed into the pad and carpet. Our GBS Penetrating Concrete sealer is a good choice assuming all the conditions for application are met.
