Can the M-1 universal adhesive & sealant be used to glue interior step treads and back boards to a stair runner without nails or screws?

Yes it can. Just make sure the surface is clean ( with 91% isopropyl rubbing alcohol) and dust free prior to adhering and allow to cure 24-48 hours before foot traffic. Follow instructions to the letter, as stairs get a lot of stress and you want to make absolutely sure everything is secure, doubly so if you are not using the extra security of nails/screws.
