Is there a maximum length for effectiveness? For example, if a lower-level room has no windows in a two-story building, is this product still recommended and effective?

Obviously, a tubular skylight that is straight, short, with direct sun and no clouds and a clear diffuser will yield the highest lumen output. It's hard to put a number to all of these variables and how they affect the efficiency of the light overall. There will definitely be a reduction in light the longer the tube as the light reflects off the sides of the tube more frequently before reaching you. There is also a reduction of about 2% for every turn you make. Direct sun and clouds clearly make a difference but it's hard to define. We've not heard of a maximum length because even with all these variables, the tubular skylight will still add light to your space, especially if there are no windows.
