What would you recommend for waterproofing below-grade concrete on a 1936 house in Florida? property floods about a foot. We are raising the soil 18" at house level, and slowly grading down away from the house. The concrete foundation is stucco and painted, so I don't know if Safecoat Dynoseal will work. Most materials seem to work on raw concrete only. Thanks for any help you can give.

It's all about adhesion. If the surface of the concrete foundation and the stucco on top of it are solid and in good condition, then the Dynoseal will adhere well and waterproof your wall for a very long time.
