Yes, it works on virtually any indoor or outdoor application. It is a waterproof sealant that contains no antimicrobials (fungicides or biocides). It can be painted if desired. For smoothing, do not use a wetted finger, but instead use rubbing alcohol or a few drops of common dish soap (Joy or Dawn).
