If we apply to inside rafter in garage will that work or is it supposed to be applied outside only? We have insulation going in and want to get this applied first if it is the way to do it?

Radiosity reflects infrared heat, so if your goal is to retain heat inside the garage then you could apply to the rafters and ceiling. If you are trying to keep some of the heat of the sun from entering your garage, you would paint the exterior, ideally beneath your roofing tiles.
